He is a teacher of Secondary Education at ‘Francisco Aguiar’ Secondary School in Betanzos (nowadays he is on leave for being mayor in Betanzos), specialised in Mathematics and Natural Sciences. He studied at the Institute of Educational Sciences and the Open University. He directed ‘Virxen da Cela’ School in Monfero and ‘Francisco Vales Villamarín’ in Betanzos.

 Work & Activities

He was elected town councillor of the City Council of Betanzos in 1983 and mayor in 1985, being reelected in 1987, 1991, 1995, 1999 and 2003. Provincial coordinator of the Socialist Party in 1989 and 1990. President of the Federation of Galician Municipalities in 1988, he was reelected in 1991 and 1995. He has been the first vicepresident of the Galician Federation of Municipalities and Provinces since 1996. Member of the Council of the Spanish Federation of Municipalities and Provinces. He represents Galicia on the National Commission of Mayors for the Fifth Centenary. He is the honourable president of the Centre of Betanzos in Buenos Aires. He is a member of the Galician executive committee of the Socialist Party. He is a honourable member of several cultural and sports associations and member of several commissions and representative institutions in Galicia.
