He took a degree in Economy and is a civil servant of the Xunta de Galicia. After working as an economist in the 'AISS', he was nominated as Director of Economic Matters and general secretary of the Businessmen Council in 1971. Shortly after, he was elected as provincial director of the Institute for the Reform of Commercial Structures. In 1977, he started his political activity entering the Independent Galician Party and later 'UCD'. In 1982, he was elected president of the Galician 'UCD' and member of its national executive council. In 1979, he was elected town councillor in the City Council of A Coruña and president of the County Council, filling both offices until 1987. In 1986, he was elected Senator in A Coruña. He was on the board of directors of the bank firm 'Banco de Crédito Local'. In 1996, he founded 'Democracia Galega', a Galician political party, of which he is the president.
